Skytrain Taxi's & City Busses
Taxi's: Taxi's in Wuhan start off at 3RMB on the meter and are therefore the best way to get around Wuhan. One odd bit about the taxi service in Wuhan is crossing the bridges. There are 3 heavily used bridges and because of the traffic jams on the bridges (specifically pertaining to the #1 bridge), the city instituted a system where-in on odd days odd numbered taxi's are allowed to use the bridge and on even days, even numbered taxi's can use it (the odd taxi's out can still use the other 2 bridges, but they are out of the way).
Busses: Busses are cheaper, and if you plan to live here for a while it's a good idea to get someone to show you the route to work. If you are just visiting though, a bus ride can be very confusing and you can't trust the people on the bus to give you useful information so use them with caution. Also, bus routes will sometimes change overnight and the same bus you take everyday can start taking you in another direction without notice, take a cab, it's 3RMB.
Skytrain: The skytrain is still under construction but most of line 1 is complete. There will be 4 lines in all once completed. Ticket prices are 1.5RMB to 2RMB depending on the distance travelled, although at this point you can't go very far so it's likely 1.5RMB. This form of transportation will be great for anyone living in or visiting the city, but as for now, take a taxi, it's 3RMB.
